Is halal certification mandatory for cosmetics in Indonesia?

In brief

Yes in law, but not yet in practice. Indonesia’s halal law requires products sold there, cosmetics included, to be halal-certified, with a phase-in period. On 16 October 2026 the government said that period for cosmetics would run to 17 October 2028, not 2026. Products made from haram ingredients are exempt but must be labelled as not halal.

Key points

When does halal certification become mandatory for cosmetics in Indonesia?

When the phase-in period ends. Article 161 of PP 42/2024 set the cosmetics phase-in from 17 October 2021 to 17 October 2026. On 16 October 2026, shortly before obligations were due to start on 18 October, the Coordinating Ministry for Economic Affairs announced a government regulation amending PP 42/2024. It extends the phase-in to 17 October 2028 for cosmetics, herbal medicines, quasi-drugs, health supplements, chemical products, genetically engineered products and some consumer goods.

The ministry said the change followed an evaluation and input from business and industry associations. Its release does not give a number for the amending regulation. Deadlines for over-the-counter medicines (17 October 2029) and for prescription medicines other than psychotropics (17 October 2034) did not change.

Are any cosmetics exempt from halal certification in Indonesia?

Yes. PP 42/2024 exempts products made from ingredients that are haram, or forbidden, from the duty to be halal-certified. Those products must instead carry a statement that they are not halal.

For everything else, the rule applies to products entering Indonesia as well as those made there. The October 2026 announcement extended the cosmetics phase-in as a whole and did not set a separate date for imported cosmetics.

Who is responsible for halal cosmetics in Indonesia: BPJPH or BPOM?

Both, for different things. BPOM describes BPJPH, the halal product assurance agency, as the regulator for halal certification, while BPOM keeps responsibility for the safety, quality and distribution of cosmetics. A halal certificate does not replace a BPOM notification number.

You can check both yourself on official government sites. Our guide on how to check BPOM registration covers BPOM’s product search and BPJPH’s halal certificate search.
